Lower Providence Township will receive sealed proposals for the project known as "Website Update RFP #17-01", as delineated on the Specifications, until 9:00 A.M. (prevailing time) on Monday May 22, 2017 at Lower Providence Township:

The complete RFP is available by request from Bill Roth via email, broth@lowerprovidence.org. Any changes or addenda to the RFP will be posted to the Township’s procurement website, www.lowerprovidence.org/procurement.htm, It is the responsibility of the respondent to check the website for any addenda.

The Township reserves the right to reject any or all proposals, in whole or in part, and is not necessarily bound to accept the lowest proposal if that RFP is contrary to the best interests of Township.

  • Migration: Do you want to migrate the content from existing website or would you need to start from scratch?

  • Accessibility: You had mentioned that website needs to meet “Accessibility Compliance requirements” does this mean that it needs to meet the ADA standards?

    Every effort should be made to make the website accessible to everyone. Some of the assistive technologies are already part of the OS and browser functionality. We have not specifically required the ADA standards.

  • Training – who are the persons who need to be trained – is it; (a) Website users or (b) Website Admins

    Website admins.

  • Training – what is approximate number of persons above who need to be trained.

    Approximately Seven or Eight.

  • Can the training be done remotely through Webex sessions? Or is onsite training required.

    Remote training is acceptable.

  • Hosting – Is website hosting to be mandatorily provided by us? We are not a hosting provider but a Solutions implementer.

    Website hosting is mandatory and should be provided as part of the solution. A third party website hosting provider is acceptable.

  • If above is mandatory can we Include the recurring cost of hosting provided by a 3rd party with whom we have a tie-up?


  • Support and Maintenance: Can the support be made available off-site from remote location?


  • Does support include developing/managing/updating content or is it limited to technical issues.

  • Additional Products: are you seeking information about products related to your website or could it be anything more than that. It would help if you indicate what are the existing systems/applications/tools you are using currently so that we can target the most appropriate products to showcase.

    We currently use Macromedia Contribute 3 to update the webpages. We would prefer to not purchase a third party product but would prefer the ability to update the website directly within the browser.

  • Selection Process: what are the minimum criteria to be met?

    There are no minimum criteria. The submissions will be judged on the whole solution.

  • Budget: You have mentioned a possible range of $20,000 – is this inclusive of first year Support and Maintenance?

  • Are you currently using a CMS?  If so, what CMS are you using?

We are using a CMS system now.  We maintain the webpages using Adobe Contribute 3.0

  • Do you have a preference for proprietary vs open source CMS? 

We have not specified a preference for the CMS system only mentioning the Wordpress like example.

  • Is there already a preferred CMS platform?


  • Who currently hosts your website?  Is it a managed host?

The site is maintained and managed by http://www.seophilly.com/ mostly, but I also have the ability to provide access to the protected directories, block offending IP addresses and obtain statistical data.

  • If not an external host, what kind of infrastructure do you have to support your website? 

Our preference is to have the site hosted external to the Township’s infrastructure.

    • Number of servers? 

    (2) main physical  servers that run (4) virtual servers

    • Is there a production server and dev server?

  • Do you have an IT team that manages the website and you would like to transition knowledge to them eventually to have them continue support? 

Our IT staff is small.  At this time I am not planning to transfer knowledge to a replacement.

  • What technology are they mostly comfortable with?  .NET? Java?  PHP?

My primary experience has been in the Windows area.  We have not specified a preference for a specific technology.

  • Expected CMS Usage:  How many authors do you expect to have?  Concurrent users?

We have seven department heads that could use the CMS, but likely it will remain at most 3 initially. Typically 2 department heads could be updating concurrently.

  • What is  the budget available?  If a number cannot be provided, we ask that you provide us with a range to help us best match you with a CMS.

$20,000 range is a target.

  • Are there any example sites that your organization considers ideal?

We have focused on specific features of some Montgomery County municipal websites and surrounding counties municipal and borough governments to assist with writing the RFP, but we could not point to a specific site that we would copy.

  • Is there a preference for local or US firms?

We have not specified a preference.

  • Are you open to working with a Canadian firm?

We have not ruled out any firm based on location.

  • For the proposal, do you have a preference for double sided printing or single side printing. 

We would prefer a single-sided printed proposal, but it is not required and would not be viewed negatively.

  • Any preference for binding or unbound? 

No preference to bound or unbound.

  • Are vinyl covers ok or would you prefer without?

No preference to using or not using vinyl covers.

During the term of this contract, the Agent/Broker agrees as follows:

  Lower Providence Township Ordinance #07-05 is supported by the Local Government Unit Electronic Bidding Act of 2006.
